Can't mark item as shipped?

I received a client's payment but cannot mark it as shipped. The section of options that's usually at the bottom left of the form on the Transaction Details page is not there. Only the option to refund. Can someone tell me why this is, or how I can fix it? I have a business account, I'm shipping from US to Germany, Transaction Type: Goods and Services. If you need more info, let me know. Thanks for your help.
