Can't make payments on ebay

I'm getting a message from ebay when I attempt to make a transaction. It says "Your payment didn't go through. Please check your payment details and try again."

I've entered in my direct bank info (BBVA), as well as my debit card for the same bank, and I've verified the account numbers on everything. I've tried switching browsers. Could someone please tell me know to contact Paypal to get assistance?  Thank you.

Did anyone ever find a resolution to this error message? My card company says it not them. Everything in my eBay and PayPal accounts is correct and verified. Thanks.
