Can't make payment via PayPal

My paypal is fully verified and also linked with bank a/c and credit card. Still when I tried to pay for an e-commerce site named https://www.pashaindia.com, I received following error message.
"We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different payment method."
Please check and see what is the issue.

Indian paypal accounts can ONLY accept export related payments ie international sales OR import related payments ie international purchases.
There are many restrictions in your country so best google and read up on it.
Also....
Click on the link below and select the country you want from the drop down list for options available in that country.
