Can't make or send payment to a friend

Whenever I try to send money from my PayPal balance to a friend, I keep receiving this error message "we weren't able to complete your payment at this time, please try later"

Are the funds in your balance in the correct currency you want to send?

Only paypal won't convert in your balance during the payment process only from a bank account or card.

Also have you done this........

Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
