Can't complete payment for some reason. Please help!

I try to complete a payment for several hours now. I keep getting an error saying

"We're sorry, things don't appear to be working at the moment. Please try again later." 

Anybody experiencing this? I've been using PayPal for over 10 years and haven't encountered this issue yet.
