Can't change preferred way to pay to balance

For some reason, PayPal keeps deducting money from my bank account, despite having ample funds in the balance.

When I go to switch funding sources, "PayPal Balance" is nowhere to be found. I literally cannot select this option.

How can I change this? I'm getting overdraft fees because PayPal continues to deduct money from my bank account instead of my balance!
