Can't add new phonenumber

I got a new phone number and I changed the old one with the newer one that is currently confirmed. When I try to pay for something I get an error saying "add a phone number". I add my new one and it says "For security reasons we can not allow you to add a phone number" something along those lines. I don't know what to do since I have no access to the old phone number. Please help
