Can't Recieve Payments

Hey there, I am Rajat. A new user to PayPal. I wanted to ask that a person wants to pay me but he can't, what's the reason for this. They said to verify my account I need to either add a Debit Card/Credit Card or a Bank Account. I linked my Debit Card and got a verification email but still the person can't pay me. Please help. Thank You.
