Can't Make Payment & Not Even Got My Refund

Hello,
I tried making a payment on 15th September 2019. The payment was declined by card issuer so it was not successful, but the amount was deducted from my account. Why have I not received my refund yet?  I also sent a message from the message center a week ago, but no update.

If it was declined by your card issuer then they wouldn't have let the payment go through would they so paypal would not have received anything.

Speak to your card issuer is best.

I did visit bank, they said it is blocked by the card issuer and we can not do anything about it. But the money was deducted. They said they are not possible for third party payment problems.
