Can not sent payment to a friend..? please anyone.. can explain

Yesterday my account was fine, it can buy normally on merchant.

But today i can not sent payment to a friend. 

has this error ..

I have the same problem as well. I can't send or receive payments from my account and I already sent a support ticket from PayPal. I guess, I just have to wait for their response. 😞
