Can not Refund

So i just sended 2x10€(two different transactions) to a "friend" in exchange of a service. The thing is that this guy just got my money and refused to give me what i payed for so i wanted my money back but there is no refund button. I tryed to use the unauthorized transaction method but paypal declined my claim and i have no way of getting my money back. Can someone please tell me what can i do? (Sorry for the mistakes, english isn't my native language)

Only the recipient can refund. PayPal denied your claim because you knowingly sent money and PayPal can see this via IP address. It seems to me you sent payment as Friends and Family payment for a goods and services transaction and because of that there is no purchase protection. Only send personal payments to people you really know. Not some stranger trying to sell you something for which you send money as "Paying for item or service".
