Can ebay seller refund you direct via paypal without going through ebay?

I bought an item through eBay, paid via Paypal bank account. Never received item and seller gave me option of having item resent or refund. I asked for the refund and they have replied back saying that it has been done via Paypal. Is that possible? Do I need to log a refund case with eBay for the item? How long does it take for refunds for bank accounts? Paypal only gives you time frame for credit cards. Thanks all!

If you funded the original payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account and a bit longer for a card, Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).
