Hello,

I want to receive $500 in my account (which  is not linked to any credit/debit card or bank account) then send it to another PayPal account. Is this possible?

When you accept the money, the system may ask you for SSN and confirm DOB, Name and Billing address, to use the PayPal balance functions and convert it to a PayPal Cash or Cash Plus account or withdraw direct to your linked bank account.
