If you have credit cards on your PayPal account, you should be able to complete the transaction.
However if you only have your bank account, and you mentioned there's not enough balance in it, you may still be able to proceed with the transaction. But basically this is a bad idea. Why? Because PayPal will still try to take the money off of your account and in turn your bank may charge you overdraft fees. And if the bank does not pay, PayPal may take your balance into negative.
