Can I pay someone who doesn't have a PayPal account

Someone I want to buy from says they don't have a PayPal account, I really don't want to pay bank transfer as I have no protection, but can I pay through PayPal if they don't have an account?

Hi,

Yes. Send payment to their email address and they will receive email notifying them of payment and how to claim funds.

Note that certain countries do not have paypal services at all or do not have ability to accept payments with PayPal therefore it’s not possible to send to those countries. Please check a country’s available services on this page:

But it says they get a link to set up a PayPal account. She doesn't have paypal and doesn't want to set up an account. I think it's dodgy, just want to offer options!
