Can I block a website from being able to request payments?

I keep getting pending charges for a site I never use. I've changed my password repeatedly but they keep showing up and then expiring. Can I block the site? They're always pending charges with almost no details behind them but I can't cancel them either because they're pending so I just have to wait out however many days are required for the pending transaction to expire.

If you had an account at this site, log on to the site and remove payment preferences and close the account.

I've never used the site. I hadn't even heard of it until these pending charges seem to have popped up. It's a UK based apparel company but I've never had an account with them. I see a lot of bad reviews for them online for poor communication. I've never had a charge go through but I'm concerned that one day they will.
