Welcome to our Community Forums! I'm sorry to hear you're running into some issues completing a payment to a merchant. First I would recommend checking out this Help Center article that may be able to help: My payment was declined. Why can’t I make or send a payment?
If you're still running into issues after that, I'd recommend reaching out to our Customer Support to research this a bit further.
You can reach Customer Support by clicking Contact and then Call Us at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
