Buying flowers in Iran

I have a friend who lives in Iran and is having a birthday soon and I would like to buy her some flowers locally in Iran.  When I go to put in my information on the flower shops website and using paypal my billing address shows up as the shipping address.  If I continue with this purchase will my friend get the flowers or will I?

You can't add an international address to a country specific paypal account.

Also Paypal is not available in Iran so not sure how you would pay for it anyway.
