Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?

Kernowlass it looks like you know your stuff. The biggest problem that I have is that I am in the UK and I set up my account years ago in Australia. Now for some reason paypal now wants me to prove who i am.

 

I sent a screen shot of my bank account (actually with some paypal items shown that i bought) and also my passport as well and this is what I got back. The documents are very clear and clearly show that it is me.

 

Any help you have would be great

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
