Business did not refund return shipping charges

I paid for a product online with my PayPal and the merchant sent me the wrong product. The merchant offered PayPal at checkout.
After a few e-mails and a phone call the merchant agreed to pay return shipping of $7 and give me a full refund. He was rude and said I could go somewhere else.
I did not get the $7 refund agreed to in an e-mail, it was over the phone. Do I have a case to get my money ($7) back? The merchant admitted to sending the wrong product.
On another note. The merchant does not display a privacy policy or refund policy on the website.
