Business Account - Cannot Send money from account - only via CC

So, I cannot send money, for services or to family/friends, from my PayPal account.  When I go through the steps, it only allows me to use my CC to pay.  I attempted to pay via my Google browser and from my iPhone app - same results.  This is an issue.
