Bug report cannot change automatic transfer

The system does not allow me to change automatic transfer from having a holdback to full balance.  It just keeps the holdback.  

There also does not appear to be a way to just turn it off and then start from scratch as a work around.

We use the holdback when we need to do a refund to make sure we hold onto the funds needed.  But once issued, we want the enter balance.
