Both sender and recipient are in negative balance due to failed transaction

I sent $600 to my sister via PayPal friends and family and mistakenly used the wrong bank account as I was in a rush. She received the money instantly and withdrew it right away to her bank. A few days later paypal tried withdrawing the money from my bank to cover the transaction and it was eventually declined 3 times which put my paypal account into -$600, this is totally understandable and a result of a mistake on my part. The weird thing I don't understand is that PayPal also subtracted $600 from my sister's paypal account putting her balance into -$600 as well.
I have no idea what to do, if I withdraw/send money to cover the negative balances on both accounts, will $600 be refunded to her? If I resolve the negative balance on my account only, will the negative charge on her account eventually disappear? I have no idea what to do and have never seen it.
