Blocked payment

Hi, I just paid 150eur and recipient is telling me his money is blocked. On my side I can see that the payment has been sent successfully. Any help please?

Did you pay using the friends/family option if its saying SENT and not PAYMENT?

If so then i hope its a real friend as its a scammers trick to ask you to pay that way and then pretend they have not recieved it knowing there is nothing you can do about it as its a gift payment.

No I didn't use the friends/family option, and no the recipient didn't ask me to do this... still I didn't get a reply... why is my payment showing as sent and the recipient cannot retrieve the money as its showing blocked????!!!!
