Big problem paying without Bank account/Debit or Credit card connected to my Paypal account

I can send money to people with friends and family but i cant buy on websites, if i try to do that it tells me to connect a bank accont or a debit/credit card to my paypal account even tho i want to pay with my paypal funds which i have enough of does anyone know if theres a way to do this without connecting a bank account/debit or credit card to my paypal account?

If the system asks for bank or card, you must add one or you can't complete payment with your PayPal balance. The bank account/card is used as back up for the PayPal balance. Sorry.

why would it not be possible to buy something with the money my friends paid me that literally doesnt make sense why i would need a bank account
