Bank account vs. debit card billing agreement glitches that cost me a lot of money

I had a billing agreement with to charge my debit card and had enough money in there. It defaulted to my bank account for transactions without explanation. I have 2 banks. I didn't have enough money in the bank account and the charges were returned. Twice. I incurred $140 of NSF charges for $25 of merchandise. No one at paypal can tell me why it happened. They just said delete your bank account so it doesn't happen again. Anyone else had this happen and know why?
