I have a Bank of America Visa card that is liked to my PayPal account. I want to use this to pay an individual for greens fees. This individual is represents an organization called the Amateur Golf tour of New England. If I pay this individual through PayPal using my credit card, will my bank treat this as a cash advance?

It will depend on the type of payment you choose. As you may already know, PayPal has two payment types: personal or purchase. If you choose payment for "Goods and Services" it will be charged as a purchase on your card (the recipient will be charged a fee of 2.9% plus $0.30). But if you choose a personal type of payment, that's where it will be counted as a cash advance.
