Bank Account - Credit Card

I try to add a bank account and take away a bank account - it tells me to try again later - this has happened all day.  It won't let me delete the bank account.  I put all the information to add my MC; however, it never shows up anywhere - WHY?  I want to use my  credit card for everything - why won't it let me?

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
