Ban card payments from certain regions

Hi!

Is it possible to ban card payments from certain regions when installing PayPal on a site?

We need to ban payments from Hong Kong banks.

The ban should not be based on the geographical location of the user, but on the credit card. I.e:

A user with a Hong Kong card cannot pay wherever he is

A user with any other card, if located in Hong Kong, can pay.
