With a Canadian CIBC bank account and Visa credit card as well as a US account in my Canadian bank can I pay a monthly rent amount in Mexico, using US funds, without paying a fee? In the past I have been charged a fee.

I doubt it. Can't avoid fees, at least maybe can't avoid conversion fees/exchange rates and send as a goods and services payment type which there's no fee for sender but fee for recipient. If you send as a personal payment there is cross-border fee via Visa card.
It's possible that if you used your USD Canada bank account that PayPal may convert it to CAD which is your paypal account's home currency and then convert back to USD to send off because that's what happens when you withdraw to a linked USD Canada bank account, there is double conversion.
