Are Pending Payments from my account deducted from my Available balance?

I made two payments, and both are labeled Pending, not completed. Is the pending amount already deducted from my available balance, or do I need to allow for those two amounts to come out of the available balance in the future?
Just to be clear, these are funds I paid out, not funds pending from someone sending a payment to me.
