I opened this PayPal account few days back and made a transfer to two different mails, after my account was restricted for no reasons and one of the seller didn’t recieve payment. Yet I wasn’t refunded

I'm sorry to hear you're running into some issues with a recent payment. Have you received any kind of notification the payment has been placed on hold? Depending on the reason for the limitation, PayPal may place payments or balances on hold while our review teams request further information. I'd recommend checking the Resolution Center for any steps that need to be completed or for more information regarding your restriction.
