Allowing International customer to checkout

I use shopify for my business. My international customers can't check out via the PayPal option because it says my store only ships in the US. Ive already checked all the shopify stuff and its fine, is there someway to change my PayPal to allow for then to checkout using paypal?

Check your Payment preference Settings:
Account Settings > Payment Preferences > Block payments > Update > Block payments from users who:
Make sure the "Have Non-US accounts" option is UNCHECKED.
