I am trying to add my paypal account to deepop however, when i add it it saya your transaction has been declined please return to merchant, i have a bank account set up so im not sure what it could be

If you are unable to link your account with Depop it may be that there is an issue on your account that is preventing this. I recommend checking the Resolution Centre on your account to see if there is a case there. You will see any steps you need to complete there.
