As we don't really have enough info to help, we have to guess. Assuming you have a US PayPal Personal Account, login to your account, click on the "gear" icon (top right) to access your profile settings, look for the Security option and click on that, then look for Security Key (it's really 2 factor authentication but, PayPal calls it your Security Key), that's where you would setup what you need to do.
