Adding PayPal as payment method in PS5

Hi,

I am having a PayPal account linked to a Visa Credit Card issued from Saudi Arabia.
I am trying to add my PayPal as payment method in PlayStation 5 (USA account) but getting an error.

Is it because PayPal account and PS5 account are linked to different countries or there is some other reason?
