my paypal balance is zero, but I need to make a refund to someone on ebay. How can i transfer money back to my paypal account from my linked debit card ?

Can't add funds with card, only with linked bank account. Have you tried refunding through eBay but it's not letting you? You can refund through the original PayPal transaction (click it and click "Refund this payment") and PayPal will refund using your linked bank account if your PayPal Cash balance is zero.
