Account restricted. Can't receive delayed refund from retailer.

Hello, Hope that someone can help me. My account was restricted as I created account when under 18 (11 years ago). The account cannot receive any funds or send any funds (no problem as rules are rules). A retailer has issued a refund to my PayPal account for £40. However my account has not received the funds as the restriction prohibits receiving funds. The retailer refusing to issue another refund as PayPal received the funds. PayPal support via email is no help. Generic responses that my account is restricted. Does anyone know how I could retrieve the refund? Kind Regards, Doug

Normally when an account is limited paypal allow you to withdraw funds after 180 days.

 

However how did you FUND the paypal payment to the seller that was refunded in the first place?

If you funded the original paypal payment to the seller with a debit or credit card then it won't go back to your paypal balance.

Once marked as completed it will automatically go back to your bank account or credit card but takes up to a week to process through to the bank and a bit longer for a c.c (paypal say allow 30 days but I have never waited longer than a week for mine).
