A friend is trying to send me a payment but he keeps receiving an error, that the account he is trying to send money to isn't receiving personal payments, how do I fix this? My account is set to Israel and he's from Ireland

Unfortunately, PayPal accounts in Israel are not able receive Friends & Family (personal) payments.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
