Account blocked due to negative balance

My husband has a negative balance in his PayPal account.

The account is currently blocked for login and cannot receive transfers and payments.

He wants to repay the debt by credit or debit card as soon as possible.

How is it possible to do this now?

Is there any PayPal department somewhere in the world that is currently working and can receive the payment?
