If you have a business PayPal account and a website, can customers pay you using a regular credit card (eg Visa or Mastercard that's not given out by PayPal)?

Yes, if they have the credit card linked to their PayPal account. But if you want PayPal accounts optional, go to account settings > my seller tools > website preferences > update > PayPal Account optional > Enable
