Accepting HSA/FSA cards using paypal online

In the past my PayPal business account has accepted HSA/FSA debit cards (I had to provide information in my account that  I provide massage therapy).  Now I have a client who says her card was denied.  Clients rarely pay this way so I don't know if the rules have changed or this is just her card.  But I couldn't find any information online or in my account (i.e., in case my massage certification hadn't been updated).  Does anyone have any ideas?  There are a few questions on the forum but they haven't been answered.

Hi @districtrolfing,

 

I'm sorry to hear that the payment to you was declined. Declines can happen for a number of reasons. It is possible that the card issuer declined the payment, but it is also possible that the system declined the payment due to a detected element of risk at the time of the payment. A customer service representative would have to look at the transaction from the buyer's side to determine what happened. If your client would care to reach out to us, that troubleshooting can take place.
