A purchase I made through AliExpress did not arrive and the supplier has offered a refund. But not through AliExpress to my Credit Card but directly to my PayPal account. Is there a risk in identifying my PayPal account to this,effectively unknown, supplier? What information would he need to make a payment?

Due to banking regulations, refunds should be credited to the card originally used to make the payment. When there's a problem with a payment made outside PayPal, you may want to reach out to your financial institution to seek your dispute options.
