$2,800 emergency money Now 3-5 business days expired

And according to pay pal it is still pending and the money was received

. I have not received anything. who do I contact to figure this out? again, it says my 2800 is pending but when I go to resolution it says my 2800 was received by me. This appears to be a software error. How does it get fixed?
