1099 but not for sales

I just got an email saying I was getting a 1099. Granted some are sales from selling my used clothes on ebay but most of my PayPal usage is my mom and brother sending me money because I pay some of their bills for them. I really can't understand how using PayPal for personal use qualifies for a 1099
