It took 30 days and I did not get back $ 1.95 to my bank account

Sometimes its credited to your paypal balance, check transactions around the last 30 days and see if one of them was part paid from that refund.

If not then contact customer services.

As you haven't said what country you are in then all i can suggest is that you click on help/contact bottom of paypals pages to view options for your country.
