PayPal Sandbox : INSTRUMENT_DECLINED ?

Hi,

Why i have this problem ? Yesterday it worked well..

Status code is 400

Got Http response code 400 when accessing https://api.sandbox.paypal.com/v1/payments/payment/*******/execute

Hi, looks like a bug and Engineers are informed and are currently investigating.

What was the solution here?  We are encountering this error now.  Anyone know how to fix?
