PayPal REST API : PayPal able to process your payment using your PayPal account at this time.

Hi,

I am trying to integrate PayPal button with REST API. While testing the payment, I am getting the following message in the payment iframe: 

"We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different payment method."

 

In the console, I am getting TRANSACTION_RECEIVING_LIMIT_EXCEEDED response for https://www.paypal.com/webapps/hermes/api/batch/setbuyer POST request. What could be the issue. How can I solve this issue. I am not able to find out anything like 'TRANSACTION_RECEIVING_LIMIT' in merchant dashboard/settings.
