i have all necessary information in but whenever someone tries to send me money it says: Sorry, this payment cannot be completed due to regulations.
any solutions?

Have you linked and confirmed a visa credit card on your paypal account?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
