"Your card has been declined. Please try a different payment method." HELP

I am always getting this error message. I tried messaging their customer support but I am always getting the same "solution" which is to clear cache and cookies and try after 48-72 hours. I already did this, numerous times, once every 72 hours, different browsers, but I am still getting the same error message. Any tips from the Community? Thanks in advance!

Have you confirmed the card?

Does the billing address match your paypal account address?

Is it a card paypal accept ie issued in your country?

Have you checked with your card issuer to see why they are declining it.

Yes, everything is all good except that PayPal confirmed thru email/chat that my card is blocked from their system. They said that they will give me a call in the next 2-3 business days to confirm my identity. Will update this post/thread after they call me. Thank you for your reply!
